1. Purpose

Layons Construction Ltd is committed to protecting the health, safety, and welfare of all employees, subcontractors, clients, visitors, and the communities in which we operate.

We aim to deliver construction projects safely, responsibly, and sustainably by preventing injuries and ill health, minimizing environmental impact, and continually improving our HSE performance.

This policy aligns with internationally recognized standards including ISO 14001 (Environmental Management), ISO 45001 (Occupational Health & Safety), and ISO 50001 (Energy Management). Where national or local legislation sets higher requirements, those legal requirements shall take precedence.


2. Scope

This policy applies to:

  • All employees (permanent, temporary, and contract)

  • All construction sites, offices, yards, and facilities under company control

  • Subcontractors, suppliers, consultants, and visitors working on or visiting company sites


3. Policy Statement

Layons Construction Ltd commits to the following:

  • Full compliance with applicable occupational health & safety, environmental, and construction laws, regulations, and codes of practice

  • Providing safe and healthy working conditions to prevent work-related injury, illness, and fatalities

  • Identifying hazards, assessing risks, and implementing effective control measures before work begins

  • Minimizing environmental impacts such as waste, emissions, noise, dust, and energy consumption

  • Establishing measurable HSE objectives and monitoring performance regularly

  • Providing adequate resources, safe equipment, PPE, and well-maintained facilities

  • Ensuring all workers receive appropriate HSE training, induction, and supervision

  • Encouraging reporting of hazards, near misses, incidents, and unsafe conditions without fear of retaliation

  • Investigating incidents promptly and implementing corrective and preventive actions

  • Reviewing this policy annually or when significant operational or regulatory changes occur


4. Roles and Responsibilities

Managing Director / Chief Operations Director

  • Provide leadership, commitment, and resources for effective HSE management

  • Ensure HSE is integrated into company strategy, planning, and project execution

Health, Safety & Environmental (HSE) Officer

  • Develop, implement, and maintain HSE policies and procedures

  • Conduct site audits, inspections, and risk assessments

  • Coordinate HSE training, toolbox talks, and safety awareness programs

  • Monitor compliance with legal and contractual HSE requirements

Project Managers / Site Managers

  • Implement HSE requirements on all construction sites

  • Ensure workers are inducted, trained, and supervised

  • Conduct regular site inspections and enforce safe work practices

  • Investigate incidents, near misses, and unsafe acts

Employees and Workers

  • Take reasonable care of their own safety and that of others

  • Follow HSE procedures, site rules, and safe work instructions

  • Properly use PPE and safety equipment

  • Report hazards, incidents, and near misses immediately

  • Participate in HSE training and safety meetings


5. Environmental Management & Sustainability

Layons Construction Ltd is committed to:

  • Reducing waste through reuse and recycling where practicable

  • Preventing pollution of land, water, and air

  • Managing construction waste responsibly

  • Using energy and natural resources efficiently

  • Complying with environmental permits and requirements

  • Promoting environmentally responsible practices across projects

We will continuously improve our HSE management system through:

  • Regular audits, inspections, and performance reviews

  • Incident and near-miss analysis

  • Employee consultation and feedback

  • Updating procedures to reflect lessons learned and best practices


7. Communication

This policy shall be:

  • Displayed at all construction sites, offices, and workshops

  • Communicated to all employees, subcontractors, and visitors

  • Included in site inductions and contractor briefings

  • Made available to clients and stakeholders upon request


8. Approval

This policy is approved by the Management of Layons Construction Ltd and is effective immediately.
